Position Objectives:

Under general direction, this position performs moderately complex to complex work involving the application of municipal budgeting, bookkeeping and accounting principles in the maintenance of manual and computerized municipal financial records. Obtains financial data for use in maintaining accounting records. Directly supports the Finance Director. The work schedule is generally Monday through Fridays, 8 AM to 4:30 PM, with the possibility of infrequent weekend work if needed. 

Duties and Responsibilities:

  • Performs specific accounting functions, i.e., accounts payable, accounts receivable, cash flow management, etc. This includes but is not limited to: reconciling monthly bank statements, monthly general ledger account entries, compiling and entering journal entries under the review and direction of the Comptroller, and preparing monthly financial reports. 

  • Compiles and sorts documents, such as invoices and checks, substantiating business transactions. 

  • Verifies and posts details of business transactions, such as funds received and disbursed, and totals accounts. 

  • Assists with analysis and preparation of the annual budget. 

  • Periodically audits Municipal Liquor Store receipts and inventory. 

  • Records and tracks fixed assets and maintains fixed asset database. 

  • Computes and records charges, refunds, and other items that affect revenue. 

  • Assists Comptroller with year-end and audit preparation. 

  • Responsible for tracking the payments of fire service contracts. 

  • Provides back-up support for the other clerical positions in the finance area and assumes their duties in their absence. 

  • May train newer accounting technical staff in work practices and procedures. 

Minimum Requirements:

Minimum Qualifications 

 

  • Associate degree or equivalent from two-year College or technical school; or an equivalent combination of education and experience.  

  • 3 years of progressively responsible experience in performing accounting, financial, or statistical record keeping, preferably involving some public accounting support work; or an equivalent combination of training and experience. 

  • Skilled in computers, data processing, calculators, and computer data entry, especially with software used for finance administration. Proficiency and experience with Microsoft Word, Microsoft Excel, Microsoft Access, or similar software. 

  • A high level of skill in typing, spelling, grammar, organizational skills, and business procedures. Ten key abilities highly prized. 

  • Ability to effectively read and communicate in English, both orally and in writing. 

  • Keep accurate and complete records and files. 

  • Ability to prioritize daily tasks and special projects to ensure accuracy and timely completion. 

  • Ability to make effective presentations and facilitate public discussion. 

  • Ability to maintain private and confidential information in compliance with City policies and expectations as well as the requirements of state and federal law. 

  • Knowledgeable in the operation of office equipment including computers, adding machines, calculators, copy machines, fax machines, and any other equipment located within the office areas. 

 

 

Desired Qualifications  

 

  • A Bachelor’s degree in accounting, finance, or related field 

  • Additional direct experience in an accounting role.  

  • Experience with municipal accounting software.

  • Ability to make effective presentations and facilitate public discussion. 

  • Ability to conduct field investigations throughout the year and during all weather conditions. 

  • Ability to research and successfully submit grant applications.
