Rental Registration
The City of Pine City operates a registration, licensing and inspection program of all residential rental units within the City to establish minimum standards for rental units to meet City and State safety, health, fire and zoning codes. This program provides a system for compelling both absentee and local landlords to correct violations, while also properly maintaining viable rental properties within the City.
Residential rental properties are defined as: any building, structure, room, enclosure or mobile home including the real property upon which it is located and which surrounds it, which is rented or offered for rent by any person to any other person or persons for use of residential purposes. Excluded from this are on-campus dormitories, hospital units, nursing home units, assisted living units, hotels or motels.
It is unlawful for any person to occupy, allow to be occupied or let to another person for occupancy any residential rental property within the City for which a registration statement has not been properly made and filed with City Hall. Rental Registration Process
- Fill out an annual Rental Registration Application:
- New Rentals not previously registered with the City, fill out a new Rental Registration Application (clickable form below).
- Existing Rentals previously registered with the City, the City will send you your rental registration application as well as inspection and payment options via email/mail (depending on the information you provided on the previous years application)
- When you open the linked document you have a few options on how to fill out and send in the application:
- Print, Fill out, Scan, Save and email the application back to us
- Download the application to your computer, fill out the application with Adobe, save and email the application back to us.
- Print, Fill out and mail back to us using the address found at the bottom of the application.
- Sent your application to info@pinecitygov.com or by mail using the address found at the bottom of the application.
- New Rentals will receive correspondence from City of Pine City staff with details on payment and inspection information.
- Pay corresponding rental registration/inspection fees
- Schedule an inspection within the calendar year for your rental property.

- Receive a Rental Registration License from the City of Pine City. License expire annual on December 31st.
Rental Ordinance Policies
Per Minnesota Statute 299F.362 SMOKE DETECTOR Subd. 5. Maintenance Responsibilities. For all occupancies covered by this section where the occupant is not the owner of the dwelling unit or the guest room, the owner is responsible for maintenance of the smoke detectors. An owner may file inspection and maintenance reports with the local fire marshal for establishing evidence of inspection and maintenance of smoke detectors. The City staff must be notified within five (5) business days of any transfer of legal control such as Contract for Deed, Lease to Buy, etc., as well as any change in local manager/caretaker for each rental property. The City staff should immediately be notified of any change in current contact information (example: change of cell phone number). If no registration / renewal of the rental property is received, the property will be in direct violation of the Rental Housing Ordinance, and may be subject to mandatory vacating of property. A homeowner is exempt from having to possess a personal electrical license. However, It is illegal for unlicensed homeowners to install wiring in two‐family dwellings, apartment buildings, condo buildings or other common interest community settings, certain townhouse buildings, manufactured homes in parks, recreational vehicles in parks, floating buildings on public waterways, or in or on any property that is rented, leased or occupied by others.
